§ 34-4-6. Step Increases.

  • Upon the recommendation of the department head, step increases within an established range shall be granted to all classified employees for satisfactory service. The Personnel Director shall notify department heads of the date each employee is due a step increase. However, a department head, after notifying the Personnel Director and with the approval of the City Manager, may withhold an increase for unsatisfactory work performed, but in no event shall an annual increase be withheld for more than one year. If, at the end of the second year, the employee has not attained such satisfactory performance to warrant an increase, he must be transferred, demoted or discharged. In the case of department heads, such action shall be initiated by the City Manager. The withholding of an annual increase shall serve as a warning to the employee that the work is not of the quality and quantity expected, but not immediately of a level to warrant discharge. The department head or City Manager, in the case of department heads, shall notify the employee of this action and the reason or reasons for same in writing, a copy of which shall be forwarded to the Personnel Director to be inserted in the employee's record.
