Article 34-4. COMPENSATION PLAN |
§ 34-4-5. Pay Ranges.
For each classification there shall be established a pay range consisting of a minimum rate and such intermediate rates as may be recommended by the City Manager and approved by the City Council. An employee appointed to a position will normally be compensated at a minimum rate of pay assigned to the class to which the position is allocated; however, subject to the approval of the City Manager, original employment at a salary above the minimum step may be made upon written request from the receiving department head and certification by the Personnel Director that such action is justified by exceptional qualifications of the applicant or by lack of qualified applicants available at the minimum rate.
