§ 18-3-9. Owner Responsibility.

A person shall not allow, permit, or suffer a vehicle registered in his name to stand or park in violation of any of the provisions of Article 18-3, Parking Meters, and the owner or person in whose name such vehicle is registered shall be held to be prima facie responsible for such violations.
