§ 18-3-8. Use of Parking Meters.
Deposit of Coin/Credit Card Required. Except as otherwise specified herein, when a vehicle shall occupy any space adjacent to a parking meter (some spaces controlled by parking kiosk) located on a street or in any municipal parking lot in accordance with the provisions of this Article and during the hours of operation, the operator shall upon entering the space, immediately deposit or cause to be deposited in the parking meter, the proper United States coin or credit card where accepted for the time desired up to the maximum amount indicated on the meter face plate. In addition, the parking kiosk receipt shall be displayed from the inside dash, driver's side, facing forward so it can be easily viewed from outside the vehicle. United States coin or credit card payment shall be deposited as follows:
(a)
On-Street Meter Spaces and/or Kiosk :
A nickel ($0.05) will provide three (3) minutes of parking.
A dime ($0.10) will provide six (6) minutes of parking.
A quarter ($0.25) will provide fifteen (15) minutes of parking.
One Dollar ($1.00) per hour.
Minimum kiosk credit card charge is one hour of parking.
(b)
Parking Garages and Parking Lots :
A nickel ($0.05) will provide six (6) minutes of parking.
A dime ($0.10) will provide twelve (12) minutes of parking.
A quarter ($0.25) will provide thirty (30) minutes of parking.
Fifty cents ($0.50) per hour.
Minimum kiosk credit card charge is two (2) hours of parking.
When parking in any municipal garage it is not necessary to display parking receipt on inside vehicle dash.
(c)
Parking Card . Upon purchase of a parking meter card from the parking unit of the Police Department, a person may prepay for use of on-street, garage, or parking lot metered spaces and be issued an electronic card reflecting the amount of prepaid parking time purchased. Additional parking time may be purchased in ten-hour increments up to a maximum of two hundred (200) hours. The card does not guarantee the holder a parking space. Lost or stolen cards will not be replaced.
(d)
Lawful Parking. Upon the deposit of such coin or credit card as herein prescribed, the parking space may be lawfully occupied by a vehicle for the period of time designated upon the face of the meter or displayed on the kiosk receipt. The charge for the use of any meter for a fraction of the time designated thereon shall be the same as if the meter had been used for the full-time period. Failure to deposit such coins or display a valid kiosk receipt as prescribed shall constitute a violation of this ordinance.
(e)
Illegal Parking. A person shall not permit or cause a vehicle registered in his/her name or operated by him/her to remain in a parking space adjacent to a parking meter or pay and display area, when the meter is displaying a violation signal or the kiosk receipt has expired. A person shall be deemed to have committed separate offense for the original violation of this section and for each 120-minute period thereafter that he/she permits or causes a vehicle to be parked in violation of this section.
(f)
Use of Slugs in Meters or Parking Time Registration Machines Prohibited. It shall be unlawful to deposit or cause to be deposited in any parking meter or parking time registration machine any slug, device, or substitute for a proper coin or currency of the United States.
