§ 18-3-18. Parking Encumbrance Permits.

  • The City Manager, or his designee, may in the City Manager's discretion issue a temporary permit for exclusive use of metered parking spaces, non-metered time zone parking spaces, or loading zone parking spaces for:

    (a)

    The parking of a vehicle;

    (b)

    Construction activities, including staging and storage of construction equipment or materials, as well as installation, repair or replacement of public and private utilities;

    (c)

    Special events including, but not limited to, street festivals, markets, road races, walk-a-thons, and performances; or

    (d)

    For any other lawful purpose.

    The fee for the permit shall be per parking space per day as listed in Schedule I of Chapter 1; however, the fee for encumbering parking spaces shall be waived for those special events which are granted a Street Closure Permit from the City Manager. Upon approval of a completed application, and receipt of payment, the parking space(s) shall be marked with an appropriate sign or device indicating that the parking space is reserved. No person other than the permit holder, or a party authorized by the permit holder, shall occupy the encumbered parking space. The City Manager is hereby authorized to create permit applications, rules, and procedures to administer parking space encumbrances.
