§ 9-6-6. Building Sewers and Connections Specified.

  • All connections to the facilities must conform to the following:

    (a)

    Permit Required. A person shall not uncover, make any connections with or openings into, use, after, or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the City Engineer. There shall be two (2) classes of building sewer permits: (1) for residential and commercial service; and (2) for service to establishments producing industrial wastes. In either case, the owner or the owner's agent shall make application on a form furnished by the City. The application shall be supplemented by plans, specifications, or other information considered pertinent in the judgment of the City Engineer. For industrial users, further information as listed in Section 9-6-19 may be required. After the applicant has complied with the requirements set forth herein, the construction permit shall be issued to the applicant by the City Engineer. If required, an industrial discharge permit will be issued by the Director.

    (b)

    Application Deposit Required. As a condition of permitting such work, the City Engineer may require of the applicant to deposit a sum equal to the estimated cost of the engineering labor and materials to be furnished by the City. The deposit is payable to the City in advance of the work being done. Any unexpended balance will be returned to the applicant by the City. Any deficiency shall be paid by the applicant to the City upon completion of the work.

    (c)

    Owner Responsibility Stated. Each owner will be responsible at the owner's expense to collect and discharge wastewater from the owner's property into the facilities provided by the City. All discharges into the facilities provided by the City shall be in an acceptable manner and with prior approval of the City. All costs and expenses incident to the installation of and connection of a building sewer to the City shall be borne by the owner. The owner shall indemnify the City for any loss or damage that may directly or indirectly be occasioned by the installation or connection of the building sewer to the City sewer. All persons agree to abide by all rules and regulations set forth in this Article.

    (d)

    Separate Building Sewers Required. A separate and independent building sewer shall be provided for every building. However, with the approval of the City Engineer, two (2) or more building sewers on a single property may be connected to a nonpublic sewer which in turn is connected to a public sewer.

    (e)

    Connection Test Required. Old building sewers may be used in connection with the new buildings only when each is found, on examination and test by the City Engineer, to meet all requirements of this Article.

    (f)

    Construction of Drains Specified. All particular building sewers which connect to and enter any public sewer shall be built in conformance with the latest edition of the City of Concord Construction Standards. The drain layer shall make connection with the sewer at the point where the City lays the connecting sewer at the line of the street and not elsewhere except by special permission of the City Engineer. Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. No building sewer shall be laid parallel to or within three (3) feet of any bearing wall except for purposes of crossing said bearing wall. The depth shall be sufficient to afford protection from frost. The sanitary sewer shall be laid at uniform grade and in straight alignment insofar as possible. Changes in direction shall be made only with properly curved pipe fittings, cleanouts, or manholes per City construction standards.

    (g)

    Drain Elevation Requirements Specified. In all buildings in which any building drain is too low to permit gravity flow to the public sewer, wastewater carried by such drain shall be lifted by approved artificial means and discharged to the building sewer.
