§ 6-1-6. Traffic Control.

  • (a)

    Recreation Facility Traffic Rules to Supplement Traffic Regulations of City. The traffic regulations adopted by ordinance of the City of Concord shall be in effect in recreation facilities as though set forth herein in full and these traffic rules and regulations are in addition to and supplemental to the traffic regulations adopted by the Parks and Recreation Director.

    (b)

    Vehicles to be Operated at Reasonable Speed Not to Exceed Fifteen (15) Miles Per Hour. A person shall not operate a motor vehicle on any roadway in a recreation facility at a rate of speed greater than is reasonable having regard to the width of the roadway, traffic, and use of such roadway, intersection with other roadways, weather, and other conditions. In no event shall any vehicle be operated on such highway at a speed in excess of fifteen (15) miles per hour.

    (c)

    Vehicles Allowed. The use of vehicles in, at, or on a recreation facility is prohibited except for: (1) publicly owned vehicles, (2) vehicles responding to an emergency, and (3) private passenger vehicles and bicycles operating on designated travel ways and in designated parking areas. All other vehicles are prohibited from recreation facilities unless the owner or operator has obtained a permit pursuant to Section 6-1-8.

    (d)

    Repairs to Vehicles. Except for those of a minor nature, and then only in cases of emergency, a person shall not in any recreation facility make repairs to, clean, polish, grease, or lubricate any vehicle.

    (e)

    Vehicles to be Operated on Roadways and Parked in Approved Areas. A person shall not operate a vehicle in any part of a recreation facility except on roadways established for the operation of vehicles nor shall a person park a vehicle in any area except those specifically designated for parking purposes.
