Article 13-8. TATTOO PARLORS AND ARTISTS |
§ 13-8-4. License Required.
(a)
No person shall operate a tattoo establishment or engage in the practice or business of tattooing as a tattoo operator or as a tattoo artist within the City of Concord unless said person has obtained a license from the City. Applications for such licenses shall be made in writing on a form prescribed by the City's Code Administrator wherein the applicant shall agree to conform to all the rules and regulations governing such establishments now in effect or subsequently enacted.
(b)
All licenses issued pursuant to this Article shall, unless revoked as set forth hereafter, expire on the thirtieth day of April of each year. Licenses are not transferable. Applications for renewal shall be submitted to the City thirty (30) days before expiration. The license shall be placed on display where it may be readily observed by the public.
(c)
The application fee for a permit for a tattoo establishment, a tattoo artist, or operator shall be as listed in Schedule I of Chapter 1. Application fees are payable at the Code Administration office at the time of application.
(d)
Application fees are not refundable; except that, when a permit is denied for cause or when a parlor does not open, fifty (50) percent of the fee shall be refundable provided a written request for refund is received at the Code Administration Office within thirty (30) days of denial or of original application, respectively.
