  • The chief administrative officer of the City shall be called the City Manager. The City Council shall appoint a qualified person as City Manager for an indefinite term, shall evaluate the City Manager's performance in office and establish the City Manager's compensation in accordance with the following procedure:

    (a)

    Appointment of a City Manager and initial establishment of a City Manager's compensation requires the affirmative vote of at least eight (8) members of the City Council.

    (b)

    During the month of April following the first anniversary of a City Manager's service, and in each subsequent April during a City Manager's service, the City Council shall conduct an evaluation of the City Manager's performance in office. After such evaluation the City Council shall determine, in public session, whether the City Manager's overall performance in office has been satisfactory or unsatisfactory. The City Council shall also establish the City Manager's compensation for the ensuing year.
