Appendix 13. Mayor.
The Mayor shall be elected by the qualified voters of the City at-large, for a term of two (2) years. If no candidate for Mayor receives a majority of votes cast and counted for that office at the regular municipal election, the result shall be determined between the two (2) candidates receiving the highest number of votes, by a special run-off election to be held on the second Saturday following the regular election. The City Council shall choose one of its members Mayor Pro Tem, who shall act in the absence, disability or vacancy in the office of the Mayor. The Mayor shall be the official head of the City for all ceremonial purposes, shall preside at all meetings of the City Council and may speak and vote in such meetings. All other duties of the Mayor prescribed by law shall be exercised by the City Manager provided for in this Charter.
