§ 9-6-15. Slug Discharge Notification and Control.

  • Industrial users shall:

    (a)

    Immediately notify the City of any slug discharged by such user. Also, within five (5) days of the unallowed discharge, the industrial user shall provide the City with a written report fully describing the unallowed discharge, the pollutants involved, the cause of the unusual discharge and the measures taken and to be taken to avoid recurrence of the unallowed discharge.

    (b)

    Provide protection from accidental discharge of prohibited materials or other substances regulated by this Article.

    (c)

    At its expense provide and maintain the facilities and structures necessary to prevent accidental discharges.

    (d)

    Permanently post a notice instructing all of its employees responsible for managing wastewater discharges whom to call in the event of a spill, slug discharge, pretreatment upset, or bypass. The notice shall be posted so as to be plainly visible to all such employees.

    (e)

    Insure that all employees who may cause or suffer such a discharge to occur, know of the notification of the City required by paragraph (d) of this section.

    (f)

    When requested by the City, be required to develop a slug control plan which outlines discharge practices (including nonroutine batch discharges); describes stored chemicals; and contains procedures both to notify the POTW immediately of slug discharges and to prevent adverse impacts from any accidental spills.

    (g)

    If required, slug control plans must be included in their industrial user discharge permit. At a minimum, this slug control plan must include a description of discharge practices, including nonroutine batch discharges and a description of stored chemicals. This requirement will give the City the flexibility to review the need for a slug control plan or other action as necessary on a continuing basis.

    Any additional significant industrial users must be evaluated within one year of being designated a significant industrial user. For purposes of this subsection, a slug discharge is any discharge of a nonroutine, episodic nature, including, but not limited to, an accidental spill or a noncustomary batch discharge, which has a reasonable potential to cause interference or pass-through, or in any way violate the POTW's regulations, local limits or permit conditions. Significant industrial users are required to notify the POTW immediately of any changes at its facility affecting potential for a slug discharge.
