§ 9-2-3. Declaration of Emergency.

  • Whenever in the opinion of the Director of Waterworks there exists a threat to a reasonable and adequate supply of water, he shall be authorized and empowered to impose such restrictions in and to the use of the same as are reasonably necessary to conserve and maintain adequate reserves of the public water supply. Notice of intent to restrict the use of water shall be given to the City Manager and shall be published at least once in a newspaper of general circulation in the City and may be made effective immediately upon publication. Such notice shall contain a declaration of emergency and shall enumerate the proposed restrictions. Restrictions in the use of water used for industrial or commercial purposes (except for air conditioners and other essential uses) may be imposed only where there is a finding by the Director that water reserves are such as to impose an immediate threat to the health, safety and welfare of the citizens of the City.
