§ 5-5-3. Common Burial Grounds.

In each of said cemeteries, a certain portion of the same, if practicable, shall be set apart and designated by metes and bounds as common burial ground in which strangers and persons of the City other than owners of lots may be buried, but no lots in the same shall be sold or enclosed by any person, and no person shall take or hold any lot for free burial purposes, except in such designated portion.
