§ 4-2-1. Authority of Make Rules.

The City Manager shall have the authority to make rules and regulations governing the use by the public of unimproved City-owned land not under the direct supervision of a department head having rule making power under the Municipal Code of Ordinances or state statutes. Such authority shall include but is not restricted to the right to:
