Article 1-4. EMERGENCY MANAGEMENT |
§ 1-4-3. Definitions.
Unless the context specifically indicates otherwise, the meaning of the following terms or words shall be interpreted as follows:
Coordinator. The Coordinator of the City of Concord Office of Emergency Management.
Emergency. A state of emergency proclaimed by the governor or by a joint resolution of the house and senate pursuant to the provisions of RSA 21-P:35.
Emergency management. Emergency management is defined in its broad sense to mean the carrying out the basic government functions of maintaining the public peace, health, and safety during an emergency. This shall include plans [and] preparations for protection from, and relief, recovery, and rehabilitation from, the effects of an emergency, and the issuance of such regulations as are necessary.
Emergency response resources. The employees, equipment, and facilities of all City departments, boards, institutions, and commissions; and, in addition, it shall include all emergency volunteer personnel, equipment, and facilities contributed by, or obtained from, volunteer persons, or agencies.
Emergency volunteer. Any person, company, corporation, or agency duly registered, identified, and appointed by the Director of Emergency Management and assigned to participate in the emergency management activity.
Regulations. Shall include plans, programs, and other emergency procedures deemed essential to emergency management.
